The most likely contributors are a spring that is excessively spaced, or too long for the gun, or worn trigger internals.
You're going to have to break that bad boy down and figure it out.

I repaired a Diana 50 TO1 in the past that I bought from a fellow who admitted it was broken. The price was right so i figured WTF.
In that gun, part no. BK 30 had slightly worn pin holes from years of use, and the trigger wouldn't sear up. It resulted in the part rocking maybe a couple thou sideways during cocking and that was enough to prevent the trigger sear from catching. It took quite a bit of study to figure it out because it was so slight, but if you get the gun and watch it closely as you cock it you should be able to figure it out.
A good clue is if it will sometimes sear up. In that case, it's the trigger and not the spring.
